The seventh Colombian CBR (Community Based Rehabilitation) meeting was held in Cartagena de Indias from 14 to 16 September 2011. The event included presentations, discussion workshops and project visits to learn about the reality of these and share best practices.
A network of networks
From the 14 to 16 September 2011, a meeting was organised by the Red de Redes RBC (‘network of CBR networks’) in Cartagena de Indias, in Colombia. The event was attended by over 200 people representing Community Based Rehabilitation (CBR) projects, Non-Governmental Organisations (NGOs) and government authorities of various departments of Colombia. There was also a significant presence of organisations of persons with disabilities and community workers.
The organisers were Red de Redes RBC, DPOs, San Buenaventura University, ALUNA, FUNDAVÉ and REI Foundation. All of them made a strategic alliance with the District of Cartagena de Indias, Handicap International, cbm and INCI.

The CBR matrix served as a hub for the development of each of these. During the field visits, community managers described the conditions of their community (geographical location, economic status and disability status with some of its inhabitants).
The conclusions of the event were:
CBR in Colombia is under development
The CBR Network needs to strengthen communication processes and networking
Training at all levels is a key for the development and consolidation of the strategy
The Ministry of Social Protection is currently developing national guidelines for the implementation of CBR in Colombia along with other governmental organisations and civil society.
cbm participation and future plans
cbm has supported the planning and implementation of all these meetings as a contribution to the CBR strategy development. In addition, Katharina Pfortner (CBR Advisor) gave a presentation on inclusive education and Olmedo Zambrano (also CBR Advisor) was the main speaker of the event and presented the CBR matrix.
The next meeting will be held in Medellín in late 2013, together with the Third Continental Congress of CBR.
